Here's Opera 12.02, the last version of Opera that works with Windows 98/ME (With KernelEX)
You have to edit all the opera shortcut, and go to the KernelEX's tab and set the compatibility mode to Windows 2000 SP4 otherwise the opera submenus glitch the fuck out.

You can read some info on the KernelEX wiki about it, it describes what features do and don't work etc.

I also recommend changing the User-Agent to a mobile one, for better webpage compatibility and less bloated web pages.
You do that by typing

opera:config#UserPrefs|CustomUser-Agent

in the URL bar.

You should see a selected text box, find a userstring from the internet, or you can use this one for a very basic layout:

Opera/9.80 (S60; SymbOS; Opera Mobi/SYB-1107071606; U; en) Presto/2.8.149 Version/11.10

or this one for a semi-basic mobile layout:

Mozilla/5.0 (iPod; U; CPU like Mac OS X; en) AppleWebKit/420.1 (KHTML, like Gecko) Version/3.0 Mobile/3A101a Safari/419.3

Paste it in the box and scroll down and hit Save.

Might wanna also pop in "opera:config" and go to Security Prefs and uncheck OCSP Validate Certificates. That makes more HTTPS sites work, like this one right here...
