Here's a steam emulator that came with a copy of CF2.5 I downloaded once, found that it works well on other stuff for making non-steam versions.

I managed to get the current build (R290.4) partially working, although whenever I try to build my application I get a "File error!" and nothing happens. That's unfortunate, I'll let you know if I ever get it fully working.
