I just bought this AV adapter of amazon and every PC I tried it on, except my LTSB 2016 machine I got this:
Turns out the issue is: Core Isolation Virtualization-based Security for Memory Integrity in Windows 10
If you turn it off via Windows Security > Device Security > Memory Integrity >Turn Off
Reboot, and your elgato should work.
At least mine did.
